1) What is this survey about?

This survey is a short resident listening exercise about the future of local government in Rugby Borough, in the context of Local Government Reorganisation (LGR) across Warwickshire.

We want to hear what matters most about:

  • Rugby as a place and what makes it distinct
  • Day-to-day council services and access to support
  • Local presence (for example, local offices and face-to-face help)
  • Local voice and decision-making
  • Options for stronger local governance in Rugby
  • Community assets and spaces that matter to residents

2) What is Local Government Reorganisation (LGR)?

LGR refers to changes to the way local councils are structured and how local services are delivered.

Across Warwickshire, plans are being developed that could lead to changes in:

  • council structures
  • decision-making arrangements
  • how services are organised and accessed

This engagement is focused on what those changes could mean for Rugby residents.

3) Is this a consultation on whether LGR should happen?
No. This is not a consultation on whether LGR should happen.

This is an early listening exercise to understand Rugby residents’ priorities and expectations, so that Rugby’s identity and local voice can be reflected in future arrangements.

4) Why are you asking residents if the changes might happen anyway?
Because even when structures change, local priorities still matter.

Your views can help shape:

  • what services need to work well day-to-day
  • how local access and local presence should operate
  • how Rugby’s voice should be heard in decision-making
  • what local spaces and assets matter most

5) Who can take part?
Any resident of Rugby can take part.

We want to hear from people across the whole borough, including those who don’t usually respond to surveys.

7) How long does the survey take?
Most people should be able to complete it in around 5–10 minutes.

8) Do I have to answer every question?
No. You can answer as much or as little as you want.

9) Will my answers be anonymous?
Survey responses will be handled in line with data protection requirements.

We will publish a summary of themes and feedback, but we will not publish anything that identifies you personally.

10) What happens to the feedback?
After the survey closes, we will:

  • analyse the results
  • identify what residents value most about Rugby
  • use the findings to inform the next stage of work
  • publish a “You said / We heard” summary and next steps

We will be transparent about what we can act on and what we cannot.

11) Will you really listen to what residents say?
Yes. This engagement is designed to gather insight early, before future local arrangements are finalised. We will:

  • share key themes publicly
  • explain how the feedback is being used
  • be honest about constraints where changes cannot be made

12) Will Rugby lose local services or a local council presence?
That is exactly the kind of issue we want to hear about. The survey asks residents:

  • how important local access is
  • when face-to-face support is essential
  • what a good local hub or presence should look like

13) Will this lead to a Rugby Town Council?
No decisions are being made through this survey.

The survey asks residents what responsibilities they think should sit locally versus at a wider level.

14) What is a town or parish council?
Town and parish councils are the most local level of government. They can represent local priorities and deliver or support some local services.

Different areas have different arrangements and responsibilities.

This survey explores whether residents want stronger local-level arrangements for Rugby, and what those should include.

15) What do you mean by “local assets”?
Local assets could include community buildings, facilities, public spaces or locations that matter to residents.

This survey asks what places and assets matter most, and whether residents feel some should always be managed locally.

16) I don’t use council services much - should I still take part?
Yes. Everyone’s perspective is valuable.

This survey is not just about current services. It is also about:

  • Rugby Borough’s identity
  • how local decisions should be made
  • what residents want local government to feel like in the future

17) I’m worried about the changes — how can I share concerns?
You can share concerns directly through the survey.

We ask residents about:

  • what worries you about councils becoming larger
  • what would be unacceptable if services were managed further away
  • what would give you confidence that Rugby won’t be overlooked

19) How will you keep residents updated?
We will publish:

Paper surveys alongside assistance to complete the survey are available at Town Hall Reception.
